There are at least three reasons:
1. The person doesn't know what they are talking about.
2. The person is speaking/typing in progressive to link two separated sections of connecting dialogue.
3. Adverse to the subject matter.

The three most horrid habits in spoken conversation:

beginning too many sentences with 'so',
beginning too many sentences with 'well',
using 'you know'.

just don't.

I'd rather hear 'uh' 50 times than any of these.
