If you mean Vancouver, Washington, that's not correct.

If you mean Vancouver, BC, it might be.
 
Not Vancouver BC. Different skyline, and there isn't a bridge like that close to downtown.
 
At the start of the video is a shot down the bridge where there are large signs. If someone knows how to enlarge those signs so they could be read we might have our answer.

It is a commercial, for goodness sake. How many times have you seen fake restaurant names, fake street signs, and fake building names used in a film ?

I think the bridge is the Bay Bridge east of Baltimore, the multi-layered bridges are I95 through Baltimore and the rest is Washington DC.

But I'm not sure of course.

They certainly do, but you never know unless you look.
 
I give up...I've Street Viewed every cable-stayed bridge in North America and I can't figure out which city this propaganda video was filmed in. It looks like something in the Pacific Northwest to me.

Someone figure this out, it's driving me crazy.

Pretty sure I'd bet money on it... look closely at the skyline, the buildings match

You nailed it. Skyline. American flag. Three highway signs and their stanchion. Off ramp curving off to the right.
