We did have a fire in an L.A. refinery that helped that along a bit, but in the realm of Democrats, favorable economic conditions are something to tax away from the civil society.

Exactly, look at what that former Democratic Governor of PA Tom Corbett did when gas prices were falling. He raised the gas tax.

Instead of letting the people of PA relish the lower gas prices, that Democrat raised taxes, thus depriving the people of whatever windfall would have occurred.
