Seeking Grade B Black & White Science Fiction Movie

I'm looking for a Grade B 1950 or 1960's black & White Science Fiction horror movie that I saw on METV 's

It's about a mad scientist who kidnaps three young girls and keeps them prisoner in his basement .He's using then to create his own girl. Some of the film's memoral movie scenes show some of girls being put into a metal chamber with electricity being zapped through their bodies.The mad scientist succeeds in creating one dumb mute girl. Two of the three girls escape and the mad scientist's house blows up. At least try to make an effort for an honest answer. Thanks in advance
