It's got some sort of motion detector on the bottom. That thing on top could be a flash hood.

Yes, about....15 to 20 feet maybe?
If it IS a camera, deer is not hat they are trying to see.

Yeah, wasp traps aren't placed that high. That is a really weird device to be up that high. Is there a house opposite? Because then a camera would make sense. Peeping tom scenario?

It is a directional antenna, probably WiFi. Someone is mostly likely riding free wifi from somewhere else. The bottom part (the square) is the rebroadcast antenna, the circular part is the directional portion.
How would this work if the wifi it was pointing towards was passworded?

If it is password protected, then it should be secure (assuming a strong password). The device gathers the signal from a cone shape in a general direction, so depending on what lies in that direction, it could be hitting any number of places. A device of that size would, at best, have a range of a few hundred feet. They're used in warehouses and big buildings to move the signal from one part of the building to another without wiring. You see them here (in the big city) pointed toward things like Starbucks, etc. It could also allow friends or family to share a signal.

It points over onto my property across the road. No other homes on this side road and my home is at least 500 feet away....behind many trees. What it "overlooks" is 1) the roadway going past my/their homes, and our friend of livestock. Of which we have had tampering with fences and water as of late.

In a rural setting, at twenty feet up, it probably has a farther range. There are all kinds of remote wifi sensors out there now - gate sensors, pump sensors, weather sensors, hell, even chipped cows these day. It may be something as simply as a wifi enabled weather sensor.
If I was worried about it, I would just go out with a long stick or climb the tree and take it down. Then, from a discrete distance wait and see if someone shows up to check on it. Also, once you have it in hand you can read the manufacturer and model.

Personally I'd use it for target practice then forget the matter but that's just me.

Wasn't sure. It was the best guess given by a couple people who have walked past it and were kind enough to let us know about it's odd location.

Glad to help. That it is visible - and white - would lead me to not suspect any covert purpose. Most surveillance equipment is designed to blend in. Trail cams and covert audio sensors are almost always some form of camo coloring.
