In fairness, it also has to be said that the administration hasn't exactly made getting him confirmed a priority. The notion that this is something that can be safely done "after the election" has been disproven by literally every election since Obama became President, but there are a lot of heads in the White House that seem impervious to crowbars.

Ummm, no.
You may exhibit symptoms in 3 weeks, but you don't know it's HIV and not bother going to the doctor. HIV then enters the latency stage and a person can go for years without knowing they have it while infecting others.
I don't think someone would go for very long with ebola, once they are contagious, before going to the doctor, or dying.
