so on the weekend I was reading a birthday party story and it popped into my head... "Gee, what if a young woman had her birthday on Halloween... would it be a combined party, or would she get neglected?"

I attended a Hallowe'en wedding+reception that was a formal masquerade, held in a large Gothic hall in San Francisco. It was indeed a dark and stormy night. All attendees were in masque; only the wedding party was bare-faced. The processional music was the Toccata & Fugue in Dm attributed to Bach. The groom was a prominent former chef; catering was by all his hip chef pals from around the Bay Area, so it was the best fucking wedding feast imaginable.

Such a setting could inform a very colorful story, yes?

Now let's adapt your idea. Our protagonist Penny (now mid-20s?) has put up with her Hallowe'en birthday all her life, same as my grandma accepted her Xmas b'day. Penny has long made a practice of celebrating full-tilt. She always seeks the wildest H-day parties. This year, it's in a vast Gothic hall, a formal masque (no cheesy dime-store costumes -- think Venetian), and nobody will admit knowing anyone else. Sexual interactions ensue, of course.

Twist: Some (many?) of the partiers are not human. What demons-angels-spirits did she fuck? What are the consequences? And how can she top the fun next year?
 
Could be worse. She could have her birthday on Leap Day! In that case, she couldn't have sex on Literotica until she was 72 years old! It could be a "first time" story and a "mature" story all rolled into one.

A 29 February person has the advantage of celebrating their annual increment on either 28 Feb or 1 Mar (or both) and throwing a BIG fest on the 29th. Two days of partying most years; three days, every 4th year. Sounds OK to me!

So many USA holidays float to provide 3-say (or longer) weekends. What are the fixed days of consequence? 1 Jan; 4 July; 31 Oct; 25 Dec; those are about it. Folks born on any of those days have excuses for themed parties. Those with more obscure tastes could throw in equinox/solstice parties, Bastille day, Pearl Harbor day, Talk Like A Pirate day, etc. But Hallowe'en / Dias de los Muertos has a nice ring.

Arrrgggh, indeed, matey. Just think: all those mates, cabin boys (and girls), serving wenches, gunners and bummers, wharfside trollops, etc. The rum flows freely. Only fleshy planks are walked. Hidden treasures await discovery. Avast!
