Not quite. It's Mirai Nikki (more specifically Yuno Gasai). Notice the lack of horns and of course the box cutter - Lucy from Elfen Lied would never use a tool in order to dismember people. She is more of a hands-on kinda... girl.
But in Anime the girl with the pink hair is generally the crazy one. I bet the same goes for cross dressers...

Pink isn't always crazy. In Code Geass, Kallen and Euphemia have pink hair and yet they are the least crazy among the lot.

I keep my vices separate although I do have a novella out (137k) that features BDSM -mostly femdom- a touch of the supernatural and a lot of violence. Lot of man and religion hating going on as well.

Just a thought.You're mostly right...
but I call your attention to exhibit A (aka the ending of the Romanian twins storyline) where Balalaika sips her tea and enjoys a cigar while her prepubescent adversary slowly bleeds out in front of her. While I get the "practical" need for his death, the manner of it was psychotic (to the point of artistic).
Oh and she doesn't have pink hair.
