The issue isn't the right to issue EOs to run the federal government. The issue is the issuing of EOs that make changes in the law, or issuing EOs instructing government workers or other Americans to ignore the written law. You know this, as I've nailed you on it before.

Presidents have been using signing statements to circumvent the will of congress since fucking forever, although not to the extent that G.W. Bush did. By the way, he DID instruct the DOJ to not enforce laws that he "personally" felt were unconstitutional.
