At least I have never seen anything like I'm going to suggest.
The student dorm of the university gets new rules:
1. "following the politics of mimimalising sexual discrimination" there are no boys\girls separations now, so the building is for both sexes, as well as bathrooms, changing room, etc.
2. There are no really separated rooms, more alcoves, and all beds are at least "king size" (in order to accomodate several people at once). Also students don't have any particular place as their own - they take any they like or any that is free. The only "personal" place are lockers in the storage room near the lobby, where they can keep their clothes and other personal stuff, which they don't need dayly (!).
3. On some strange
reason, the university is set in the state, where public nudity is neither oficially forbidden, nor allowed. Also this is some southern state, so that the climate is warm and sunny. The same thing is about university dress code - for the reason of warm climate the only restriction is that people should be dressed reasonably and in a way that doesn't insult others. The main thing for the story here must be that the idea of public nudity "has never come into minds" of people there before. So everyone feels awkward with the situations and at first tries to be decent.
I can offer another possible issues for the plot:
This whole thing is a project, started by a bunch of sick-religeous people, who hold large investments into university. They decided that this experiment would show what lewd and carnal madness can "modern politics of minimalising sexual discrimination" bring. In other words - they want to bring back "good old times" when women could get their education only in closed specialised facilities, and need an example of moral degradation. Students, at first, are completely unaware of that, and simply try to enjoy the situation. But soon someone also learns about these plans and decides to show to oficials that such conditions (like in their dorm) are only for the best. Students, and some teachers too, try to develop the new image of "nude, but still decent", "sexually free, but highly spirited" person and so on. They struggle to show that old-timers' sick-religeous morale is dead and rotten, and society can't resist the changes.
As for main heros of the story, i would suggest few (probable) poeple:
1. a guy, who is physically enormous (and even scary at some point), but shy and composed - his desteny is to become a harem master of several girls who seak his protection from a gang of "rich selfish sexual predators", and trade their submission for his big hard fists
2. a young teacher (probably of psychology), who is tall, but very slim and that's why looks as a student girl. She has to accept a place in the dorm because of housing problems. She, on her side, wants to be friendly with students, and keeps it a secret that she would teach them. For this case, the storu must start a couple of weeks before the school year, so that she can get friendly with some students.
3. a girl, who surprisingly to herself started blooming into a very sexy and curvy beauty - having lived through her school years plain and nerdy. She is very self-conscious, but really intelligent, and that brings her to a struggle between her "logical" and "emotional" self. She also gradually grows from her clothes, and being not rich at all, she can change only the most important parts of her wardrobe. Oh, and she is a virgin.
4. asian little minx, who is openly bisexual and sperm fetishist. She is short, and that's why always wears very high and sexy heels. She is very fascinated with the living rules and wants to have as much fun as ever possible.
The last thing about the story - I believe it to be an imaginary place, with no problems of STDs, etc, etc, as well as imaginary geographic location(if neccesary for the plot reasons) and legal situation. But what i want most is that it's not some "merry fucking festival" type of story, which last a week, but long, slow building up (not too slow, of course!) and emotional. But that last thing is just a wish of a guy, who doesn't have nuts to write this all myself. My thing is that I don't really like sketchy short stories, that's all.
