People who did not have the brains to work out why something was enclosed or done, that's who.
A covering letter is you insurance against some prat at the other end making a complete mess of it. If they do and you put a decent covering letter, you're free & clear.

Today's bus ride was magnificent. I stared at two (2) cute butts, one male and one female at eye level for over 20 minutes.
