As far as I know, it is only mail "Bio-hazard"regulations that prevent the sale of dirty panties. Since you don't plan to mail the panties, you should be legal.

Interestingly enough, I received a pm today from someone asking me if they could pay cash for my worn panties.

I did find this, however. It looks like one of those laws that are only enforced when someone wants to make a point.

Most people I know of who do this ship via UPS or FedEx. I don't know that shipping via private shipper would circumvent the law or not, though. It's not something I do, so I haven't put a whole lot of research into it.

Also, don't use PayPal to take payments. Using their services for anything "adult" (and selling used panties counts) is against their regulations. They can and will freeze your account with the money in it.

I'm all in favor of some worn panty play if they belong to somebody you know. Been there done that. Leaving them in your boyfriend/husband's luggage while he's on a business trip.
