So time t finally approaches and the task is not complete. Instead of coming to his supervisor (you) early on to notify you of any issues and/or concerns that impeded his progress, he essentially said nothing but instead let you think the task was going to be complete by the deadline.
The damage to the company is done, but could be reversed.
a. Do you keep Obama on the task and provide more time?
b. Do you replace him with a different employee that has the skill set to complete such a task?
c. If not a/b, what do you do?

You've never tried to fire a minority employee, have you?
You promote him to a position where he can do the least amount of damage and then ignore him and go on about your business. It's a helluva lot cheaper in the long run if you employ even decent legal help, for the government will be on his side; story of his life.
Firing a minority employee is easy if HR documents properly as they should do with any employee who isn't performing or doing bad stuff. Some may sue for discrimination where none exists but they won't have any kind of case. The burden of proof is still on the accuser.
