The following link is to an article and video surveillance footage of a naked man attacking, stripping, then eating a homeless man's face off for about 18 minutes. Then shot dead by Miami police when he did not stop eating the other man's face. The camera footage is from a distance, but definitely shows much of the gruesome scene in broad daylight under a Miami causeway. The attack is shown in the upper left hand area of the screen.
At about 17:50 into the attack, the police arrive on the scene.

At the end of the article, there is a brief, but graphic video interview description from an eyewitness. The naked attacker was first warned by a policeman to stop eating the homeless man. The policeman shot the attacker, but the attacker continued eating flesh, then the policeman shot him several more times until dead.
