Osama bin Laden had been living in Pakistan for years with the apparent complicity of people in the Pakistani government. Everyone responsible for 9/11 was a citizen of Saudi Arabia. Nevertheless, George W. Bush invaded Afghanistan, where the government had little to do with 9/11, and Iraq, where the government had nothing to do with 9/11.
