Some people wrongly assert that it was Fredo, but Fredo was stupid and weak; it's not in his character to knowingly assist in the assassination of his brother. But we know Fredo betrayed Michael - so what's the nature of his betrayal? And who killed the assassins, found dead in the ditch?
I think the answer must be that Fredo brought someone in, knowing him to be Roth's man, but under the pretense he was just there to spy on Michael. That man was the one who opened the blinds, and who killed the assassins after they failed their mission. No other explanation makes sense.
