Not only that but he moved to 6 Feetunder Drive in DC. Well, either Bin Laden is still alive or Obama’s campaign isn’t bothering to verify the addresses on credit card donations as in 2008. A good question was asked: if credit card info is stolen and used to make a donation, does that mean the campaign is enabling fraud? Yeah, but they enabled fraud simply by campaigning for him.

Obama Campaign Not Using Verification System

The Obama campaign is not employing the widely used credit card address verification system to check whether the address submitted by a donor matches the address tied to the credit card, an omission that might allow supporters to use a fake identity when contributing.

The practice could potentially allow donors in possession of illicitly obtained credit card numbers to exceed the campaign limit, and to permit overseas supporters to contribute.

The Mitt Romney campaign does require use of the system and asks the donor to include the three or four numbers- sometimes known as the “CVV” code – on the back of the card. The code helps determine whether the donor is in possession of the card.

The Obama campaign donor page does not have a box for entering the CVV code and does not appear to reject donors who lists addresses different from those attached to the cards.

It’s not clear if the Obama campaign has some kind of backup system that would mitigate the need for the address verification system. The campaign did not respond to a request for comment. But what is clear is that it is failing to use the most basic tool employed by businesses and groups around the world that accept credit card payments online.

John Hinderaker over at Power Line blog tested the Obama system, donating under the name “Illegal Contributor” and listing his address as “Cell Block 13″ in the State Penitentiary.” He said his employer was the “Minnesota Penal System” and listed his occupation as “inmate.”

Not only was his $3 donation – made with his real credit card number – welcomed, but he was asked to set up his own grassroots fundraising page so he could induce others – why not the entire cell block 13? – to contribute as well.

Trying the same experiment over on the Romney website likely would not work, because the address verification system would determine that there is no “Illegal Contributor” living at the State Penitentiary associated with the credit card.

The blog Hot Air reported in 2008 that the Obama campaign was doing the same thing then.

In 2008, questions were raised about the lack of common security features on the Obama campaign web site’s donation page. The Washington Post reported at the time:

Sen. Barack Obama's presidential campaign is allowing donors to use largely untraceable prepaid credit cards that could potentially be used to evade limits on how much an individual is legally allowed to give or to mask a contributor's identity.

Faced with a huge influx of donations over the Internet, the campaign has also chosen not to use basic security measures to prevent potentially illegal or anonymous contributions from flowing into its accounts, aides acknowledged. Instead, the campaign is scrutinizing its books for improper donations after the money has been deposited.

Apparently Obama’s reelection campaign is using the same tactic to drum up contributions again. Adrian Murray went to the Obama web site and made a contribution:

Name – Adolph Hitler
Address – 123 Nuremburg Way, Berlin, Germany
Occupation – Dictator
Employer – Nazi Party

After submitting, I received an email that began, “Dear Adolph, thank you for your generous donation….”

There are two important security methods used in transacting online credit card payments. One is the AVS system, which compares the address given for that transaction with the address on file for that card. That’s what seems to be missing (again) from the Obama web site.
The second method is the CVV, the 3-digit number on the back of the card, sometimes called the “security code.” Learn more about both methods here. It has become common practice for sites to require the CVV for online payments to prevent fraud. Compare the Obama site to that of Mitt Romney’s campaign, Rick Santorum’s campaign, and Newt Gingrich’s campaign.

You will find the CVV required on all but one of those pages.

This means three things are likely true. One, the Obama campaign disabled the verification system. The verification system is turned on on web sites that accept credit cards, by default. I used to manage the website for the Texas Republican Party, so I know this from personal experience. Someone had to take the action of turning it off on the Obama site. Two, the Obama campaign can accept donations without the identity of the donor being positively verified. Three, not only can people in foreign countries donate to the Obama campaign in violation of federal campaign law, so apparently can identity thieves who have access to stolen credit card numbers. People who do not know that their credit cards have been compromised may not notice small amounts in the $3 dollar donation range that the Obama campaign has been targeting, when such donations show up on their statements.
In 2008, the mainstream media all but ignored this story. (The Washington Post's contribution cited above stood practically alone.) Bloggers have begun telling the story now. Will the mainstream media ask questions about the lack of security on the Obama campaign donation page this time around?
