And it was explained why this occurred. Democrats can't submit budgets in the House and certainly can't pass them because they don't have the votes. So a Republican submitted Obama's budget knowing that the Dems would have nothing to gain by voting for it and could be criticized in an election year. So the Dems all voted against it.
