Nor could the word accurately describe the intellect of one who HAD paid attention but left with the same sense of dread nonetheless.

No need to apologise Torchy, how long had the guy been in the water before the firefighters arrived, 10 minutes, 15? He in almost certainly is already dead by then. I do think that firefighters should have some training about entering water, its criminal that they arent.

In Britain, only a Doctor can pronounce death. The emergency responders could not determine whether there were any life signs because they left the poor bastard to float. Five years ago, they would have pulled the casualty out, then determined whether he could be saved. Now , they carry out a risk assesment , determine the necessary level of training required, request a responder of that level, he determines the required equipment, fills in a tender request, the service assesses the suppliers compliance with equality legislation, places the order with a foreign supplier who uses child slave labour to manufacture the equipment to falsified quality standards, delivers the equipment on site, finds the users are not adequately trained, trains them and in the meantime the casualty has died, suffered soft tissue decay , the skeleton has fallen below the water and now it has become an underwater recovery, so they carry out a risk assesment , determine the necessary level of training required, request a responder of that level, he determines the required equipment, fills in a tender request, the service assesses the suppliers compliance with equality legislation, places the order with a foreign supplier who uses child slave labour to manufacture the equipment to falsified quality standards, delivers the equipment on site, finds the users are not adequately trained, trains them ...

Actually the Booties held their council, it was the Senior Service that wimped out.

It was the politician-set terms of engagement that caused the problem. If the Navy had been given authority to open fire, the Iranians would have been sunk in seconds.

Isn't it always political interference that hamstrings our troops?

That is why the UN Blue Berets have such difficulty. They are supposed to be 'peacekeepers' yet are sent where peace hasn't broken out and are expected to keep warring factions apart by non-violent means.
