In all of history I can think of only one real-life example of that: When Romans eventually learned to tolerate Christians.

It does not matter what you do or do not do, they will NOT go away. Today, worldwide, one human being in five is a Muslim. A hundred years ago, one human being in five was a Muslim. A hundred years from now, almost certainly and assuming species-survival, one human being in five will be a Muslim. That's just how it is.

Japan and Germany already were highly-modernized industrialized countries before WWII, they needed no nation-building, only rebuilding. Afghanistan's problems won't be solved by few Marshall-Plan grants of money and a more-democratic constitution.
