My local school board referred the problem of black failures to yet anuther blue ribbon commission. Our black students do worse than blacks anywhere else. And nuthin seems to work.

I suggested that the blue ribbon commission ride around the black community late at night, then do the same in a white community. What they'll see is, streets full of black children late at night.
