Both those definitions makes for good leaders.

Elite (a) means connected, have access and status which maybe shouldn't matter in order to get things done, but does. I.e good at inter-politician politics.

Elite (b) means smart, knowledgable and competent. I.e good at policy.

The problem is when they're not only elite, but also elitist. Which means most of them...
