Second why is a state in such financial disrepair driving out industry?

Here, HIV/AIDS is actually on the rise.
Mainly in heterosexual women, apparently.

2.Syphilis
3.Clamitia
4.HPV
5.Herpes
6.Pregnancy
7.Hep C

A lot of STD's have become harder to treat with Antibiotics.. why is it such a problem and a big deal to wear a condom.. while filming a porn?
