As safe as any other fluid swaps can be, in that it can be perfectly safe, and it can also give you wonderful things like oral herpes (this can also be transmitted the other way, someone with oral herpes can give someone genital herpes!)! It's better to play it safe with partners whose sexual history you don't know, if you don't know whether or not they're clean, if you don't know whether or not you're clean.

With any fluid swap, there's an IPC (infection prevention control) risk. Even the slightest contamination can lead to infections. That's why surgeons, dentists, doctors, even hairdressers, manicurists and piercers and people in careers where they might be in contact with people's bodily fluids will often wear gloves and even masks. The reason is obvious: with people performing surgery, even minutely small scale surgery like piercings, you extend the risk of not only contaminating yourself (via small cuts that you can't see, breathing, etc) but contaminating them.

Giving unprotected oral is obviously inviting more direct transmission than this prevention of just-in-case transmissions. But if I clean up bodily fluids, I am going to be wearing gloves and maybe a mask if I don't know where these fluids originated from. The difference between cleaning a dubious toilet at my workplace and cleaning my own personal toilet is that at home, I do not have to wear gloves! The same thought should be given towards unprotected oral. If you don't know who or what this person has been in contact with, then protection should be considered. If you don't see bloodwork results, you're still just trusting their word for it. But there's also a point where you can be too paranoid, and so it's up to you, to be aware of the risks and whether or not to go forward anyway: do you want to give unprotected oral and swallow not knowing what it is you're swallowing? Or perhaps give unprotected oral but pull out before he cums. Or give a handjob. Or use a condom. Or demand bloodwork results on common STDs, never mind that this could be transmitting ordinary run of the mill cold germs too and if your immune system is low...! Or don't come near him at all because ohgodhemighthaveatinycutIcan'tsee!

My point is, oral is as safe as you chose to make it and as risky as you chose to make it. The only way to negate all risks ever is to not give oral and that's no fun at all. I could say, never go shopping because shopping cart handles are disgusting things covered in the germs of the masses and I may have minute cuts on my hand, but I elect instead to use some hand santizer or wash my hands after shopping. Make informed choices. For example, if his dick is oozing strange green pus, you probably do not want to give unprotected oral.
 
According to the San Francisco City Clinic, you could contract the following if your partner is infected:

* Chlamydia
* Gonorrhea
* Hepatitis A
* Herpes (RARE)
* HPV (warts)
* Shigella
* Syphilis

They recommend kissing, mutual masturbation and dry humping as safe activities.

Know your partner. Be safe and get tested first.

You WILL get HPV(as in, the majority of US citizens alive now will have them before they die) if you have unprotected sex in any way.

You're also risking HIV as blood transmission can happen rather easily during oral. (your mouth is an extremely vascular mucosa which is easy to cause bleeding, and his cock will be sliding past sharp teeth repeatedly)

IMHO it isn't worth the risk.

It's a risk. We do a lot of risky things. Thousands and thousands of men and women give blow jobs and take the risk.

What I can tell you is that the mucous membrane in the mouth is somewhat strong and resists viral invasion-- it's your bodies first defense after all, when you eat. Just remember that "resist" is only that, it isn't foolproof. And the stomach can kill a lot of germs. But not all of them.

Personally, I'd rather taste raw latex than cheap chemical "fruit" flavors on a condom!
