If a fee cap is set at 12 cents per transaction, the banks will them limit the amount per transaction.

That's not a given, though I suppose it could happen. What the banks are saying is that they will add fees other places, like no more free checking and things like that.

Debit card fees are hidden from consumers today, I bet many don't even know there's a fee. But a limit on transaction amounts would be quite obvious and I don't think people would stand for it.

I strongly suspect that today banks make a very large profit on debit card purchases given how heavily they push the use of them. They are doing everything they can to make them easier to use. Things like the little ones to put on your key chain and RFID chips embedded in them so all you have to do is wave it in the general direction of a reader are two common ones.
They wouldn't be doing that if there wasn't a good profit in it for them.
The less cash and fewer checks you use is money saved for the banks as well.

I definitely prefer Credit Unions (and many have free checking and very limited fees to start with since they are not-for-profits).

All of the banks around my city are fully staffed at each location. I don't live in that big of a town either.

Oh! There's plenty of racism to go round. Just today our sheriff disciplined 3 of his black jailers for racial abuse of white prisoners. Mostly it was 90 minute screaming sessions at the white prisoners, but many times the white prisoners were denied meals for no particular reason.

That's probably why. In larger cities, where a particular bank would have a lot of branches, it's not uncommon for there to be really small ones. It's more typical of what's called in the industry, "in-stores", banking centers that are in another retail location, like a grocery store.
