This bring backs so many memories of stuff my cousin was doing in the 90's - this punk dub reggae thing. It's the laconic American way the lead vocal speaks that reminds me of him.

I just heard some Arabic/French dub reggae the other day. Just walking down the street really and went into a club and was floored it was so beautiful.
