Why no forked tongue?

I'm not quite sure exactly what you mean about the location of the wings...

Do you mean the wings are two ribs towards the tail? And not at the should blades?

Are you describing a dragon that you imagine? Or are you getting information from some authoritative source?

I'm not sure what your fear was.
I can draw most anything if given enough descriptive detail. If something is omitted, well then, I will make it up.
