Actually, it was a member of his Cabinet and what was said was, "We don't have to always be number one..."
There was a movement some years back to award all participants in sports a medal so there would be no winners and no losers. Go figure.

As I understand, from some of the best minds in the business, current and near technology does not support a Manned round trip to Mars. The science of how to protect astronauts from solar and deep space radiation doesn't exist. Nor are there methods to prevent bone loss from the nearly three year round trip.
Even more so, rocket technology, to lift the weight of astronauts and all their needs for a three year period, from the surface of the Earth into a Mars orbit, is not possible at this time.
The entire purpose for the proposed Lunar Base, was to provide a 'way-station' and possibly utilize Lunar resources for rocket fuel and water and offer a lower gravity environment for a launch towards Mars.
Obama has effectively taken America out of manned space exploration and opened the door for some other Nation to be number one, the 'best' and first to establish a base on the Moon.
The second part of the double whammy to American exceptionalism, is Obama saying, "It's too hard to be a Superpower and we don't want to do it any more."
Tjhe Obama administration seems hell bent to reduce America to the Welfare State status of former world powers; Euro Nations.
The administration even floated a trial balloon for a 'VAT' Value Added Tax, which taxes every stage of a product from the raw material to the final comsumer purchase...another European idea that has emasculated the entire continent.
The Progressive Liberal Left has already applauded these actions and I expect the toadies here to follow suit. But for those who respect and admire the proud history of the United States, perhaps you can better see the intentions of Obama and his Gangster Government Thugs.

Nasa will become “an agency of pipe dreams and fairy tales” under proposals by President Obama that would kill off plans for returning Man to the Moon, critics said yesterday.
“The President’s proposed Nasa budget begins the death march for the future of US human space flight. The cancellation of the Constellation programme and the end of human space flight does represent change — but it is certainly not the change I believe in,”
Joining critics who complain that America would be ceding its place at the forefront of the 21st-century space race, and noting that India announced plans last week for its first manned space expedition by 2016, he added: “The US will still be working on launching people on rockets that do not exist while Russia, China, and India are actually doing it.
“Only once previously has a US president recommended to the Congress that this nation take a backward step in space. On that occasion, President Nixon cancelled the Apollo programme, a decision which will come to be regarded as one of the most strategically bankrupt decisions in human history. If such a thing is possible, this decision is even worse.”

Obama was responding to a question Tuesday about how the summit would play into peace-making efforts in the Middle East when he addressed the downsides of -- by virtue of America's world stature -- being obligated to intervene in international conflicts.
"It is a vital national security interest of the United States to reduce these conflicts because whether we like it or not, we remain a dominant military superpower, and when conflicts break out, one way or another we get pulled into them," Obama said. "And that ends up costing us significantly in terms of both blood and treasure."
“That's one of the more incredible statements I've ever heard a president of the United States make in modern times, We are the dominant superpower, and we're the greatest force for good in the history of this country, and I thank God every day that we are a dominant superpower."
