we write fanfic stories about the characters on TV shows or comic books or movies. I don't see a lot of difference. I'm asssuming the story being discussed is not posted to Lit.

Okay; that's different. Definitely contact the author before writing a sequel and, if you can't reach him, drop the idea. I don't know if there is an actual rule about it, but it would be the custom.

The author is actively posting ( New stories within the last 30 days ) so there's really no reason not to get his input about doing an RP continuation of the storyline.
