Conrad Predicts Senate Changes To Reconciliation Bill

Senate Budget Chairman Kent Conrad (D-N.D.) said Thursday that it is unlikely the Senate will be able to pass a health care reconciliation bill unchanged from what the House passes.

Conrad said the Senate Parliamentarian has declined to make rulings on several issues in the bill that Republicans are likely to challenge under the "Byrd rule." That rule states that, among other things, every provision of a budget reconciliation bill must have a budget impact and cannot be "extraneous."

"Although we've spent many, many hours with the Parliamentarian, some things he has not yet rendered a conclusion" on, Conrad said. "He wants to hear from both sides before he does."

Conrad continued: "Do I expect there will be some additional Byrd rule challenges that will be upheld? Yeah. I do."
Remember people, this guy is the chairman of the Senate committee that has to pass the reconciliation package AFTER the House passes in order for it to get a 51-vote or better on the Senate floor. If it doesn't pass mustard with him or his committee, then it will need 60 votes to pass. And House Dems don't want to pass the Senate Bill unless the Senate agrees to pass their fixes.

Rep. Michael Arcuri (D-NY), a sophomore Dem who had a tougher-than-expected re-election bid in '08, has told the Dem caucus he will vote against the bill.

Arcuri's vote will not hurt the bill's chances in committee, where Dems hold a 9-4 advantage over GOPers. The panel's other 8 Dems all voted for the first version of health care, and only Rep. Dennis Cardoza (D-CA) voted in favor of the Stupak amendment.

But Arcuri's decision could make Speaker Nancy Pelosi's goal of winning the 216 votes necessary for passage all the more difficult. Sources say Dems remain short of the votes necessary for passage, but that they have not reached their goal yet.
This pretty much cancels out Kucinich's flip- err, sell-out.

Remember people, this guy is the chairman of the Senate committee that has to pass the reconciliation package AFTER the House passes in order for it to get a 51-vote or better on the Senate floor. If it doesn't pass mustard with him or his committee, then it will need 60 votes to pass. And House Dems don't want to pass the Senate Bill unless the Senate agrees to pass their fixes.

Rep. Stephen Lynch (D-Mass.) is a firm "no" on health care reform - in large measure because he opposes the idea of any kind of excise tax on Cadillac plans, even one that's delayed for years and years.

That's put Lynch a former ironworkers union official in Boston at odds with many union biggies, who are swallowing hard and accepting a proposed House-Senate compromise.

Hunt, president of the International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers.
It would seem the Democrats have the votes now that they have posted the bill for review.
Doesn't mean shit. Democrats are flipping no.
 
I think if they have the votes they may just pass the Senate bill, send it to the President, without regard for reconciliation, and never speak of it until after the election or beyond, teaching the Bluedogs a lesson in political trust.



Trust? They've got to be very naive to have any trust in anyone during this process.

Even Obama's recent statement about 72 hour notice is already being overruled by Hoyer.

I thought this was an interesting passage from Rules for Radicals by Obama’s mentor, Saul Alinsky, on “reconciliation” in our “world of irrationality” – in which the pragmatic radical is instructed to work within the system to achieve revolution:



It is a world not of angels but of angles, where men speak of moral principles but act on power principles; a world where we are always moral and our enemies always immoral; a world where “reconciliation” means that when one side gets the power and the other side gets reconciled to it, then we have reconciliation

Healthcare Bill Clears Hurdle,

Move to Block "Deemed Passed" Fails




The House voted 222-203 today to keep the doors open for passage of health care via the "Slaughter Solution" – which allows the Senate health care bill to be deemed as passed in the House without an up or down vote. The bill would have forced Democrats to allow an up or down vote on health care before it was considered passed. Six members did not vote.



The vote came in the midst of another war between parties over the CBO scoring of the health care legislation – Democrats began leaking numbers before the CBO released the official estimate and before Senate Republicans were even able to see the report.


After the vote, House Majority Leader Steny Hoyer informed members that the House could have recorded votes as early as 10 a.m. Saturday, and they will also be in session on Sunday.
