It's always means "it is." No exceptions that I know of--anyway in the sentence:

The world will always have it's cowards.

"its" is a pronoun standing in for "the world." It is possessive of cowards, so it should be "its" not "it's."

Very off-topic, but I've always wondered from a correct grammar standpoint if the correct phrase is "always have it's" or "always have its".

Any Grammar Nazis on duty today? Colonel Hogan?
The second one is correct. The first is a contraction of it is OR shows the singular possesive it.

It's a great day. or The dog drinks from it's bowl. But "The group will always have its way." is a plural possessive.

But...I could be wrong. I'm afraid of this board. Going back to being afraid of strangers on the internet now.
