Ball gags are all over, and not that expensive. You could actually make one with a little bit of creativity.Where would be the best & cheapest place to buy a ball gag and a pair of nipple clamps?
Basic clothes pins can work very well. I prefer the wooden ones.
There are so many options for clamps that I wouldn't bother with a bdsm site.

The 'cloverleaf' type is widely regarded as the best nipple clamp. It tightens when tugged, which most others do not. Like all good clamps, it's adapted from something else - they're actually designed for stretching fabric.
I haven't used the type you chose, but they look too mild to be effective, to me.

If you're inexperienced and plan to use a ball gag, make sure your victim has some way to signal 'this really is an emergency, get me out of here' that you can distinguish from the general yelling you expect to make her do. If you let her out at every least yell, that's no fun for either of you, but if you push her too far out of her comfort zone and she can't let you know that, that's very likely a messily broken relationship. If she can't say the safeword, she needs some other way to signal it that is unambiguous.
