...the most passive aggressive words are?

Personally, I cannot stand the word 'fine'. Used by itself 'FINE!' isn't really that passive...but I can't stand it even as an answer to a question. 'I'm fine, it's fine, we're fine, etc...' It's just such a blow off, don't-feel-like-talking-about-it word.

It's not a word, but I strongly dislike the phrase, "I'm just saying." Invariably, the speaker is tagging it onto some sort of critical remark, but he/she wants to disavow the hostility.
