This is a game about the events of Final Fantasy VII, but with some major differences.
Old legends say that Mother Jenova, the White Goddess, created the world and planted the seeds of life on the scattered islands of the Great Sea. On most islands, humans rose up and formed tribes. Eventually, they created boats and met and traded with the tribes of other islands. Civilization emerged, but soon the Tribal Wars started over islands not already claimed by a tribe. Some islands were very small, while other were monumentally big.
The Tribal Wars lasted for many generations. Some tribes merged and other vanished completely. In the timespan of about a thousand years, the world went from thousands of tiny tribes to dozens of huge ones. There came a time when only thirteen tribes were left, each controlling many islands.
As the centuries passed and civilization advanced, the thirteen tribes endured, and eventually became the Great Thirteen Kingdoms of the Ancient World. They were:

Genolia
Braska
Zanillo
Jarazil
Nippon
Jorgany
Larsalem
Udorrea
Sandora
Spira
Ivalice
Basil
Over thousands of years, there were many wars, and as the world entered the middle ages, there were Five Great Kingdoms left.

Of all the islands of the world, the biggest was Durella, which was like a small continent. All the kingdoms longed for this island, and it was the cause of many wars. Eventually, in 1642, the Five Kingdoms signed a treaty and each got an equal section of the massive island. They all set their new capitols on Durella, and for a time, there was peace.
On the distant islands that no longer received as much attention, crime and violence increased, and rebellions were formed. They were crushed, only to rise up again a few generations later. This cycle continued on as the world entered the Industrial Age.
In the mid 1900s, a young boy named Gavin Shinra found himself disgusted with the world and the long history of war and violence -- his father was a soldier of Quinn, and had died in one of the rebel riots. He decided the only way to end the wars would be to take over the entire world.
As Shinra reached adulthood, his belief in his idea strengthened, and he began to put it in motion. When he was 24, he managed to be elected the Senator of his native island, which meant he would represent that island in the Grand Senate of Quinn. From here, he began to manipulate people and events, eventually becoming the Vice President. When the right time showed itself, Shinra assassinated Quinn's leader, becoming the new President at age 31.
Over his seven years at the capitol, Midgar, he had managed to assemble a large following, all agreeing with his ideas of a united world. And so, once he was President, he won the majority vote of the Senate due to his followers -- legally, he could declare war on the rest of the world.
At first, he offered the other four kingdoms the chance to willingly unite, but all of them refused. So, President Shinra sent his armies out over Durella, taking the entire continent in under three years. The other four kingdoms relocated their capitols to other islands, and began forming a resistance.
Over the years to come, President Shinra conquered one island after another, adding to what he called the United Republic of Quinn. Genolia eventually surrendered and joined Quinn. Braska fled to the far north, where Shinra would not follow due to the harsh conditions of the islands up there -- constant blizzards and mostly frozen seas. Jarazil fled to one of the bigger islands down south, Naranam, and hid deep within its jungles.
Nippon was the only one to stay and fight, but doing so meant many of their Ninja Masters were captured and forced to train Shinra's elite soliders. They eventually had no choice but to flee as well, creating the hidden city of Wutai.
With most of the world conquered and his enemies in hiding, Shinra turned his focus to technology. He eventually discovered that Mages of the old world still existed, and that they used their magic by summoning Mana from the Lifestream. By forcing many of them to work for him, he managed to compress some of their expelled Mana energy into a glowing green liquid -- Mako. Mako turned out to be an extemely valuable asset, working both as a major fuel source and a product for genetic engineering.
Shinra created the Mako Reactors, which pulled Mana from the ground, turned it into Mako, and then fueled his empire. By crystalizing the Mako into Materia, people could become like Mages -- a Mage has a natural connection to the Lifestream. If a normal Mage could fly across a canyon, the Materia orbs acted like a jetpack for those that could not -- in other words, Materia gave people that connection to the Lifestream, meaning ANYONE could become a Mage.
So, I'm thinking we set this story right about here, after Mako Reactor Technology has changed the world. This is before Sephiroth goes nuts, I'll play him and Cloud as friends and all at first, and as the story unfolds, Sephy will change. Shukaku may be playing Aerith and Tifa, though she hasn't officially claimed them yet. Other than Cloud and Sephy, I will play Barret and the two Shinras.
Other than Shinra's normal army, navy, and air force, he's got his most elite force, the Vipers (elite soldiers trained to use Materia and instructed in the art of Ninjutsu by the captured Nipponese Ninja Masters). Above the Vipers are the Turks, which are more like intelligence agents and operatives than soldiers. They answer directly to the Presidential Cabinet (The Cabinet is made up of the President, Vice President, and key leaders of various departments and functions. The Cabinet was created shortly after Shinra disbanded the Senate after a majority vote gave him that right. Those who were loyal to him were granted seats in the Cabinet.).
