What constitutes "having sex"?

One of our former Presidents implied his belief that if there was no penis-in-vagina (even with semen residue left on her dress), there was no sex! Another former President accepted sex-guilt just for having had "lust in his heart". Some of us may have other definitions of what it means "to have sex". Do you? What do you consider it means "to have sex"? To make this fair and honest, please answer as if you were referring to an act of your own S/O?
 
To my mind anything that is caused by or results in sexual arousal regardless of the outcome.
 
To me, having sex is any activity that results in a man's tongue, lips, fingers, and/or penis coming in contact with the woman's vagina, or anus.

From the other perspective, it would be any activity that results in a woman's tongue, lips fingers, and or vagina coming in contact with the man's penis, or anus.

I guess I'd throw in toy abuse on either side too! Hahahaha.

Well...

any touching/viewing/exhibiting with the intent to arouse or be aroused...

and then there's the Catholic school girl progression list...above the neck, above the waist, not without a ring on my finger and not until after the priest says I now pronounce you man and wife...
 
Isn't pornography defined by the courts as we know it when we see it, well I define sex as I know it when I am having it....lmao
