When to approve or diapprove

My first story, John Almighty, is up. YAY!

I got my first contribution. The problem is, it is extremely random, kinda short, and seems OOC. I am not sure if I should approve it or not. I don't want to seem like an overly picky, exclusionary person (if I wanted complete control of my story, I would have written it myself and submitted it to the EMCSA), but it doesn't seem to fit to me (Especially since only 4 threads can be added). I also don't want to turn off people to my stories.

So I ask veteran authors: what are the good criteria for approval/denial of a thread?
 
I think you're well within your rights to reject it. After all, you've clearly spent a good deal of time writing a long, high quality first thread, and you're entitled to insist that subsequent additions make sense at the very least.

I always reject OOC, short and random threads, with notes saying why I denied them. If the tense or viewpoint is wrong, I let them correct them and resubmit, saying that in the Reject notes. If it's just spelling and grammar, I simply fix it, though too many will just get me peeved and make me reject it.
