I wanted to get away from the General Board.
Does anyone remember Dwight Whorley?

Extreme Toon Child Porn Act of 2010​

This proposal shall not be a replacement or extension of the Virtual Child Pornography bill, nor is it the same as the UK's Extreme Pornography bill.

"Toon" is defined as a fictional image (may be screen capture) in any media with human or semi human qualities.
"Extreme" shall exclude anything with:
scientific, historic, or literary merit, or has serious educational value.
Theatric performance (such as puppet shows) will also be excluded.
For the purpose of this bill, a child shall be anyone under 16 (legal age of consensual intercourse in reality).

Extreme Toon Child Porn is defined as a toon child in any one of the following situations:

• Graphic images of a non conservative nature (such as urine and defecation fetishes),
• sexual arousal or extreme sexual stimulation of unconventional means (such as cum swallowing and urine baths),
• painful or forceful sexual arousal from a zombie, monster, or alien (no matter the distance),
• sexual or erotic physical contact with an unconscious or inanimate human corps,
• or penile penetration of any cavity of an animal (living or dead) or a part human animal (only insertion of penis is affected by this rule).

Adult intelligence in a child's body will be included in this bill, unless robotic body, simulated body, simulated brain, or digital brain.

Distributing, displaying, uploading, selling, E-mailing, etc. these images, will result in (to be announced).
Possession or download for private home use will not apply.

If the image is not realistic, the above requirements do not apply.
Realistic shall mean human-like features within a human frame, such as Cinderella, Pocahontas, Mulan, and two legged Arial from Disney's The Little Mermaid.
Added features (such as Tinkerbell's wings) do not mean the image is non realistic.
The Simpsons, Jetsons, Flintstones, etc. do not apply.

"Artsy" nudity and sexualized nudity (in full or in part) or any other non physical eroticism shall be called "sensual", not "sexual", and will be allowed for all ages in animation if the above requirements are not met.

What's so bad about banning cartoon images of say an 8 year old girl getting beaten while being violently raped, or worse?
They're already doing that with non photographic images, this just closes a loophole on extreme toon child porn.
Make no mistake, I am for free speech and will allow non violent and non objectionable cartoon child porn, but I don't really want to see it.

I have made a new version and will keep editing, for the judge in the Whorley case said that text only stories (without pictures) of incest and related material is not protected by free speech.
