He has his uses, although they are more reactionary than anything else. The very fact that he is elected should tell congress where the voters values are - that in itself is useful.

But. He has no power to pass laws. He can veto it but even that may be overridden.

That's pretty much a fact, yes. Bush was the final word on the war but congress gave him permission - and every year there after have given him permission to continue.

Don't kid yourself, a new president will change very little if congress chooses to maintain status quo.
