I think that they're body paint too, largely because some of those colours are way too bright to be tattoo ink, and the strokes look to be brush/airbrush, not the mass pointilism of tattoing.

That said, I don't particularly mind. I would actually find some novelty factor initially. Well, okay, Willie Nelson would put me off, that I admit.
