This story has a lot of potential just the way it is. What's the mom like... a prude? A slut? Is she in shock? Or does he expect her to be in shock, and she's not? Did he arrange to get caught? Has she watched him before? Did she just get done telling him what a slut his girlfriend is, that he's too good for her? Did she just finish thinking about how much his girl looks like her, especially when she was younger herself?

There is so much story here just with that, if you set up their characters and relationship first... or better yet, do a cut scene thing... start with her watching, then flashback to different events to establish the depth of meaning to that scene.

And does the girl know they're being watched? And who does he look at when he comes, her or his mom. Suppose he starts up some dirty, but ambiguous, talk. The girl thinks he's talking to her (the girl), the mom knows in her heart that he's talking to her (the mom), but she has just enough doubts.

Just some ideas.

I think the big question is how did his mom feel watching them, and would she want to join in.
The other is how did he feel knowing he was watched, and would he want his mom to join in.

Yes, absolutely. The story is in the character set up, the relationship, the reader's expectations and the expected response from the guy and his mom. But the heart of the story is their ultimate emotional reactions to the situation, especially if those reactions unexpected (for the reader).

For instance, the guy might have teased his mom into this situation, and arranged it, but then suddenly felt guilty when it happened. Meanwhile, the mom could have been angry and turned off during the lead up, showing up only to scold and embarrass her son, only to find herself unexpectedly and uncontrollably turned on by it all.
