It worked to a certain degree. We eliminated many drug labs which was the intended goal.

We used half measures at home. Consumption, drug rehab centers and mental health hospitals, stiffening statutory penalties for drug pushers. Cutting off the supply is a big step forward, prosecuting drug users is the wrong approach unless that drug user is a pusher.
