However, suppose the United States captured a known terrorist from another country on its soil?

For example, suppose an Irish terrorist blew up a British police station in Northern Ireland and was later caught in New York City? Would America, a non-party in this terrorism, have a 'right" to extradite an Irish citizen to the UK to face charges?
