Lindsey Halligan does not even know that the law requires her to get approval for an indictment from the grand jury.
You can argue that this is a technicality, although I think that giving full information to a grand jury is intended to protect citizens from harassing prosecutions.
But even if you regard this as a techniicality, it is the height of incompetence for a US Attorney to be unaware of this requirement.
