The way it is calculated is not binary....and providers many times fuck over people who have an existing condition they aren't aware of

Show me how government subsidies year after year helps lower cost. There's like 8 million people who are covered by ACA and their own healthcare policy. The government is paying for those phantom policies straight into insurance provider pockets.
