Giving all the money to billionaires in the hope that they will spend it in mom & pop stores so that it trickles down has been tried already. We know that they hoard it or spend it on a private island or vanity space flights instead.

If you give $10 to a homeless person, they spend it in a local store, the owner can pay their staff, buy supplies from their suppliers, they do the same and a portion goes to the revenue on the transactions. Everyone benefits.

Giving people access to work reduces congestion, pollution, increases employment for those unable to afford a car and parking fees in the first place.
