California, with the world's 4th largest economy, required the aid of the federal government after a fire. There's a bond stated in the constitution between the states and the fed. But we shouldn't be establishing programs, restricting who benefits, then telling the states that it's their baby and then funding part of it for them. If we just left money in the states in the first place, they'd have more resources and we'd have less centralized power.
