Had to google "plenary authority" as I have not heard of it before:
In United States constitutional law, plenary power is a power that has been granted to a body or person in absolute terms, with no review of or limitations upon the exercise of that power. The assignment of a plenary power to one body divests all other bodies from the right to exercise that power, where not otherwise entitled. Plenary powers are not subject to judicial review in a particular instance or in general.

The most chilling part of that video was when Herr Miller declared that Judges (EVEN TRUMP APPOINTED JUDGES) who rule against the racist, fascist, traitorous actions of this racist, fascist traitorous administration are part of a "legal insurrection", and are therefore basically enemies of the state,

My particular neck of the woods is such that each time that a campaigning politician has come through I’ve been able to have a short one on one discussion with them away from the press. If that opportunity arises again, although I understand the importance on kitchen table issues, I intend to stress that allowing a previous administration to get away with transgressions such as bush was allowed to by Obama and Pelosi, and Biden allowed the first trump administration to - I will not be giving them my vote if they are speaking on trying to move this nation forward without the promise of accountability.

It's common knowledge among the educated. You can search my posts for the word plenary. I've used it here many times. Trump's use of his plenary powers is why he is 20-0 in the SCOTUS against leftist judges who do not understand the text of the Constitution they are sworn to uphold.
 
The likelihood that 47 will invoke the Insurrection act is high based on the bullshit they are peddling.

The likelihood that the courts will intercede is low.

The likelihood that Congress even attempt to block the bullshit is even worse.
