The monies are subsidies for state Medicaid programs. This typically address the gap at the state level for people who don't have insurance who require emergency care.
That includes citizens and non citizens as it is a legal requirement to provide care for emergency facilities.
The right incorrectly assumes this is specifically funding illegals healthcare, which is misinformation .

When the top tax rate was at least 70%, and often higher, financing the government was not a problem. Raising taxes on the rich and corporations is the Democrat's strongest issue. I wish they would exploit it.

The monies taken away from state Medicaid has already resulted in higher than normal closures of local and regional hospitals.
Those hospitals allow both Democrats and Republicans and even independents....who will now be required to travel further away from their homes to receive emergency medical care.
