It's not real. It's Photoshopped, anyway, like much of this stuff. The top part is real, the font is wrong on the funny bits. There is a standard - almost mandated - special font for road signs. Compare the 'E', 'R', 'S' and 'O' between the top and bottom.

That's become a real thing across Britain - people drawing dicks by potholes, so the council fills them in faster, then some of the results looking like that. A street near me has finally been filled properly after three years of bodge jobs.
