The NG is there to assist federal law enforcement and to provide for the protection of federal agents from rioters that local and state law enforcement can't handle. Military troops have a very narrow operational scope. They don't have arresting powers, they work hand and hand with fed, state and local law enforcement.

Parking a HMMWV in front of a retail establishment is a deterrent not a police action. This wouldn't be necessary if dem politicians would stop with inciting riots.
